How insurance affiliate programmes actually pay (CPL vs CPA)

Why two comparison sites with identical traffic earn wildly different amounts, what a 30-day cookie really changes, and how to read a commission disclosure.

If you have ever wondered why a comparison site ranks one insurer above another, the answer is usually in a section nobody reads: the affiliate disclosure. This article explains the three commission structures that sit behind most insurance and lending content, what each one pays, and why the difference matters to the reader as much as to the publisher.

The three structures

Almost every commercial referral in this market is paid in one of three ways.

ModelPaid whenTypical public range
CPL — cost per leadThe reader submits a quote request. No purchase required.$5–$25 per qualified lead
CPA — cost per acquisitionA policy is actually issued, or a loan funded.$50–$150+ per policy
PPL / real-time biddingA lead is generated and sold at auction to the highest bidder.$5–$25, moves with demand

The gap between CPL and CPA is the single most important number in this business. A publisher sending 500 clicks with a 3% form completion rate earns roughly $750–$1,500 at $10–$20 CPL. If those same leads convert to policies at 20%, a CPA structure at $50–$150 per policy would pay $5,000–$15,000 for the same traffic. Same audience, same article, different contract.

Why most public programmes default to CPL

CPL transfers the conversion risk to the publisher. The carrier pays for a form fill whether or not that person ever buys. CPA shifts the risk back to the carrier, which is why CPA rates are not always published and often require a track record before they are offered.

This is not a conspiracy. A carrier genuinely cannot know in advance whether a new publisher's traffic converts. The practical consequence for a reader is this: a site paid per lead has an incentive to get you to fill in a form, while a site paid per policy has an incentive to send you somewhere you will actually stay. Both incentives exist in this market, and the disclosure line at the bottom of a page usually tells you which one you are looking at.

What a cookie window actually does

A 30-day cookie means the publisher is credited if you buy within 30 days of clicking. In insurance, where people commonly research for several weeks, that window matters more than the headline rate.

Consider two programmes. Programme A pays $18 per lead with a 30-day window. Programme B pays $22 per lead with a same-session window. On paper B looks better. In practice, a large share of insurance purchases happen days or weeks after the first quote, so A will often out-earn B despite the lower rate. When you see a 45-day window — State Farm's referral structure is one example — that is a genuinely meaningful advantage, not a marketing detail.

Why the ranking on a comparison page may not be the cheapest option

We publish our commission data because the alternative is worse. If a site will not tell you how it gets paid, you have no way to judge whether its ranking reflects price, quality, or payout.

A reasonable rule for any comparison site, including this one: treat the ranking as a starting point for your own research, and always get a direct quote. A commission tells you what the company will pay for a referral. It tells you nothing about what they will charge you.

What this article cannot tell you

Commission rates change, and the published figures are ranges rather than promises. A publisher's actual rate depends on traffic quality, volume, state mix and negotiation. If you are evaluating a programme for your own site, ask for the rate in writing and confirm the trigger event — "qualified lead" and "issued policy" are very different contracts.
